Work at height is one of the most carefully controlled activities on an industrial site. There are procedures, permits, harnesses, inspections and training records. There is a good reason for all of it.

Work at height on a tank farm is also completely routine. Those two facts sit uneasily together, and the discomfort is worth examining rather than absorbing.

Two kinds of climb

Not all tank access is the same, and separating it is the first useful step. Broadly, a person goes up a tank for one of two reasons:

  • To do work. Inspection, sampling, maintenance, repair, gauging that genuinely requires physical access.
  • To answer a question. What is the level. What is the condition. Has anything changed since yesterday.

The first category is irreducible. It is why the ladder exists, and no visibility technology removes the need for a competent person to physically examine an asset.

The second category is different. It exists because the information was not available anywhere else. It is exposure incurred purely as a means of collecting data — and it is the category that can be designed away.

The honest size of the claim

It would be easy to overstate this, so it is worth being careful. Removing informational climbs does not eliminate work at height. It does not replace a fall protection program, and it does not change your obligations under applicable regulations.

What it does is reduce the frequency of a specific, repetitive exposure — the one that happens most often, in the worst weather, under the most time pressure, and with the least perceived risk precisely because it is so routine.

Routine is where complacency lives. A crew that climbs a tank twice a week to read a gauge is not thinking hard about the climb by the two-hundredth time.

Making the case internally

Safety leaders are frequently asked to justify controls in operational terms, which is a reasonable expectation and an awkward one when the benefit is an incident that did not happen.

Informational climbs are unusually easy to argue about, because they have a countable baseline. You can establish, from existing records and a short period of observation:

  • How many tank accesses occurred in a defined period
  • What proportion existed solely to obtain level or condition information
  • How much time and travel each of those consumed
  • Which of them would be unnecessary if the information were visible from ground level

That produces a defensible number in both a safety register and an operating budget, which is a rare combination. It also produces a measurable "after" — the same count, taken again later.

Awareness first, always

Safety programs are built on hazard identification, identification depends on observation, and observation depends on whether the condition can be seen at all. Every control downstream of that inherits the limits of what is visible upstream.

Safety starts with awareness.

Reducing tank-climbing exposure is a specific and worthwhile outcome. But the underlying move is more general: when a site can see more, it spends less time sending people to find out — and the people it does send are going for reasons that genuinely require them.
